Background
1) The Scoping Team is responsible for the governance of this redevelopment project and has agreed that the Specification Team should start work.
2) The Team is formed of people who volunteered their assistance following the Parish Forum held on 6th October 2009.
3) Those involved have a mixture of technical and non-technical backgrounds.
4) The Team should appoint a Chairperson and Secretary.
Purpose
1) To discern the will of the parish and its future needs relating to redevelopment of the Social Centre.
2) To consider how the Church's mission may be improved and extended by the introduction of new features.
3) To consider the feasibility of three possible options:
(a) total refurbishment of the existing premises,
(b) refurbishment, modification and extension of the existing premises,
(c) complete rebuild of all or part of the premises.
4) To advise the Scoping Team on the engagement of suitably qualified design professionals.
5) To brief design professionals for the preparation of possible schemes having taken all stakeholder views into account.
Stakeholder participation
In working towards a design brief, the Team should:
1) Investigate the special needs of each parish group by further consultation.
2) Review and incorporate wherever possible, parishioner views collected during the parish survey.
3) Consult with Fr Bryan to assess pastoral and administrative requirements.
4) Liaise with the Property Committee as they consider repair and maintenance by means of a surveyor's condition report.
5) Consult with members of the parish who may have historical knowledge of the site and its technical issues.
Reporting
1) The Chairperson and/or Secretary shall be responsible for reporting to the Scoping Team and/or its successor body.
2) The minutes of each meeting to be published on the parish website.
3) Members of the Team will be free to communicate progress to other parishioners, within the limits of any agreements made during meetings to preserve confidentiality.
Financial accountability
The Specification Team has no authority to make financial commitments or generate expenses unless these have been approved in advance by the Parish Finance Committee.
Objective
The overall objective is to present costed options to the parish. The Team should first consider a feasible timescale for this, which should be agreed by the Scoping Team.
